Typically when players are banned for a third time it's permanent, but due to the minor severity of this one, I'm willing to let it slide.
Players are expected to report any rule breaking that they see. It's one thing to not know if someone is breaking a rule or not, it's another thing entirely to be interacting with them and knowingly avoid saying something to a staff member.
